Cannot play onslaught together following newest update. Multiple account tried. Other issues joining friends games. (PS4)

Steps for Bug Repro:
The download is completed on 3 accounts. None of us can join right into anyone's private tavern. Get as error saying 1 or more players hasn't downloaded the map being played on. Additionally if we go through public you join each other and try to go to onslaught the game just separates us for the same reason. We can play individually but not as a team.
Expected Results: Make the games new mode playable before releasing it to the general populous.Update* as of version 1.60 update we can now jump into each other's private tavern but still can't get into onslaught together. Again everyone has cleared campaign everyone is above level 50. Yet we can't play onslaught 1, 2 or 3 together even thought it shows we all are to do floor 3 next.
Yes as we had the two with more progress try to join the newest account. All have completed story and chaos 1 trials as well

Do all 3 of you have the same amount of progression unlocked? We've implemented some gating on maps in that if you don't have game modes, difficulties, or maps you can't load into them. And if you're friends do have them unlocked either you'll get an error message when you try to match make into them or if you're in a party with them the game browser will be locked based on the highest common unlocks between the group.
Do you know if everybody had the same amount of unlocks?
